Size up when there's less than a thumb's width (about 1cm) between the longest toe and the shoe tip. Children's feet can grow 1-2 sizes per year, so check fit every 2-3 months.
Children's feet typically grow 1-2 sizes per year until around age 10. Toddlers may grow even faster, sometimes needing new shoes every 2-3 months. Always measure both feet as one may be slightly larger.
